Hiei

Because of Hiei's Jagan Eye, he has psychic abilities (see below). Please comment on whether he's permitted to use them on your character, and to what extent. Thank you!

- While this particular kind of third eye is an implant, Hiei has learned how to use it's psychic abilities (such as telepathy, telekinesis, remote viewing, mind control on lesser demons and humans, and memory erasure). This eye is important in the rest of his attacks, as it is always open during each Flame attack, rather than hidden behind a white headband as it is when not in use.
